Code 24 Search and Rescue is a volunteer-led international response team delivering K9 SAR, ground search, water rescue, and humanitarian aid across the globe. We act with urgency, compassion, and a commitment to serve with honor.

Global Disaster Response

From typhoons in the Philippines to earthquakes in Turkey and floods in Texas, Code 24 SAR has boots on the ground where they’re needed most. Our volunteer-led teams deploy quickly to disaster zones around the world, providing K9 cadaver search, ground SAR, water rescue, and structural collapse support to save lives and bring closure to families.

Humanitarian Aid & Community Support

Beyond search and rescue, we deliver food, medical support, and clean water to vulnerable communities. We’ve brought Christmas joy to orphanages in Congo, provided emergency aid in remote provinces, and sponsor young adults in nursing and medical school — because recovery doesn’t end when the cameras leave.

About Code 24 Search and Rescue

Code 24 Search and Rescue is a global volunteer disaster response team committed to saving lives, recovering the lost, and delivering humanitarian aid in the world’s most critical moments. Founded by disaster outreach veteran Dean Salter, our team answers the call when others can’t — mobilizing trained personnel, K9 units, and relief efforts across continents. Every mission we undertake is guided by experience, compassion, and the unshakable belief that every life matters.

Rapid Global Response

When disaster hits, speed saves lives. Code 24 teams can be in the air within 24 hours, navigating collapsed buildings, flooded rivers, and remote villages to search, rescue, and recover.

Specialized Search and Rescue

From K9 cadaver units and swift water rescue to technical rope operations and confined space recovery, our volunteers are trained to handle the most dangerous environments with precision and care.

Humanitarian Aid That Goes Further

We don’t stop at rescue. We provide food, clean water, medical missions, and long-term support to communities that have lost everything, including helping orphans attend nursing and medical school.

Where We’ve Been. What We’ve Done.

From flood zones in Texas to earthquake rubble in Turkey, our teams go wherever help is needed — fast, prepared, and with heart. These missions reflect the courage of our volunteers and the power of showing up when it matters most.

Texas Floods – 2025

In the wake of a devastating flood, Code 24 led 80–100 personnel daily across 4 miles of riverbank and newly formed debris islands. Using excavators, chainsaws, and dive teams, we recovered 11 missing persons and cleared bridges submerged under 7 feet of water.

Turkey Earthquake – 2023

When a 7.8 magnitude earthquake struck Turkey, our teams were on the ground within days. Over 21 days of nonstop rescue operations, we pulled survivors from collapsed buildings and recovered dozens of lives lost beneath the rubble — bringing closure to families in the hardest-hit areas.

Congo Christmas Mission – 2022

Partnering with the U.S. Embassy and Marine Corps Toys for Tots, we brought Christmas joy to orphanages and remote bush communities, delivering toys, supplies, and hope. We continue to sponsor residential living for young adults in medical and nursing school.

Indonesia Earthquake & Tsunami – 2018

Deployed after a massive earthquake and tsunami, our team recovered 27 victims and rescued four trapped individuals from a liquefaction zone. The conditions were extreme, but our mission was clear: don’t leave anyone behind.

Typhoon Yolanda – 2013

One of the deadliest typhoons in Philippine history, Yolanda left devastation in its wake. Dean and his early team organized hot meal programs, distributed emergency aid, and laid the foundation for what would later become Code 24 SAR.

Dean W. Salter

Team Commander – United States

Founder of Code 24 SAR and a veteran of global disaster response, Dean leads with experience earned across two decades of deployments. From typhoons to earthquakes, his hands-on leadership ensures every mission begins with clarity and ends with purpose.

Ryan James Holden

Team Leader – Australia

A seasoned Outback SAR and paramedic operator, Ryan leads strike team deployments in some of the harshest conditions on Earth, combining medical expertise with tactical precision.

Khan

Team Leader – Malaysia

Representing the Malaysia Civil Defense Force, Khan leads the Special Disaster Emergency Response Team and specializes in regional coordination, civil readiness, and extreme weather deployment.

Arif

Team Leader – Turkey

With a background in logistics and multilingual coordination, Arif has played a critical role in Code 24’s Middle East deployments, including the 2023 Turkey earthquake rescue efforts.

James Daly

Team Leader – Manila, Philippines

U.S. Army (Ret.) and Fire Marshal, James brings urban SAR and tactical command experience to missions across the Philippines, combining discipline, structure, and community engagement.

Gladwin So

Team Leader – Manila, Philippines

A veteran of fire and rescue operations, Gladwin supports emergency response and works in coordination with the Philippine Coast Guard and local DRRM offices.

Jeri Tabuniar

Team Leader – Negros Oriental, Philippines

Specialist in wilderness SAR, Jeri leads Code 24’s Negros-based team in mountainous and rural operations, providing medical and ground search support in hard-to-reach areas.
